Why Save-As-You-Throw Makes Cents:

Are You Leaving Money On the Curb?

Are your garbage and solid waste funds hurting?

Budget crises are causing more Solid Waste Authorities (SWA) to examine their curbside collection service. In particular, they’re looking for a way to continue services without raising taxes.

SMART Solutions is the name the EPA has popularized. It is also referred to as unit based pricing, volume based pricing, Pay-As-You-Throw (PAYT), etc. For convenience, we will refer to it as Save-As-You-Throw, because ultimately it is about economics. Any program that is unlimited costs residents and the municipal government more.
In the collection business, costs keep going up faster than revenue. In the public sector, a new refuse truck doesn't sound as high of a priority as a new fire truck. In the private sector, competitive bidding keeps revenue at marginal levels.

The Solution is Right at Your Curb!

The solution is literally right at your curb. Instead of burying the costs of collection in the general fund, SWA's are re-examining the idea of giving residents a choice of how much of their money goes to the landfill with Save-As-You-Throw programs. When people choose to recycle More, they are rewarded by having to pay Less for their trash

SAYT programs give people the option of reducing the cost of their trash by recycling more. Recycling programs work well when residents have an incentive to use them. Studies show that total tonnage can be reduced anywhere from 25 to 75%. With these kinds of actual savings, it is a strategy as time has come.

The easiest way to create additional revenue is to move as many items as possible from free collection into a Save-As-You-Throw category. SAYT gives people economic incentives to reduce and recycle, and is the only waste strategy that targets the first step on the E.P.A. hierarchy - Reduce

A WIN / WIN for Everyone!

Save-As-You-Throw programs encourage residents to put out less trash and recycle more, which saves them money. By charging for the extra waste, municipalities and haulers increase revenue and reduce the cost of trash hauling and disposal.

Save-As-You-Throw works. It gives people economic incentive to recycle, and is the only waste strategy that targets the first step on the E.P.A. hierarchy. - Reduce
